Afghanistan:
The GMS team is working with the CCM to ensure that it is in conformity with Global Fund minimum criteria, and to undertake any reforms that might be needed. With the CCM, GMS will clarify the respective roles of the CCM and the Principal Recipient, create a secretariat, and build capacity of CCM members to carry out the core CCM functions and, in particular, grant oversight.
Albania:
The Principal Recipient requested assistance to perform an M&E self-assessment using the MESST methodology. The exercise has assisted the PR to identify strengths and weaknesses in the M&E system, including the M&E plan, in their data management capacity, and in the data reporting system for their grant.
Angola:
A GMS team of consultants is working with the Angolan Ministry of Health (MOH), which serves as the Principal Recipient of a Round 7 HIV/AIDS grant. GMS work will ensure the MOH has a strong management unit capable of overseeing financial management, procurement and supply management, contracting procedures with sub-recipients, and monitoring and evaluation.
Cambodia:
The Cambodia Country Coordinating Committee (CCC) has requested support from GMS to undergo structural reform and institutional leadership development in order to conform to Global Fund requirements. The GMS team will conduct an institutional capacity assessment and work with the CCC to develop an action plan for addressing challenges and strengthening governance capacity.
Central African Republic:
The Central African Republic has requested assistance in all GMS technical areas to prepare a national institution to serve as a new PR. GMS worked with the new PR for a Round 7 grant to ensure that it signs a grant agreement with the Global Fund and helped in reprogramming funds from previous grants. An additional team is also working with the CCM to ensure conformity with Global Fund requirements in structure and function for national coordination and grant oversight.
Comoros:
The Union of the Comoros has requested support for the CCM and the PR. The GMS CCM team is assisting in the development of CCM framing documents and work plans, and building the capacity of CCM members. The M&E team has facilitated the MESST process to assess and strengthen the M&E systems for the HIV/AIDS Round 3 and malaria Round 2 grants.
Guinea:
The Republic of Guinea requested GMS support to strengthen pharmaceutical and supply management procedures. The aim of GMS's work is to provide technical support to the Central Pharmacy of Guinea to strengthen procurement processes and distribution plans and budgets while linking regional and central depots via an integrated data management system.
Honduras:
The Republic of Honduras has requested assistance with CCM, M&E, and sub-recipient management activities. The CCM is interested in strengthening leadership and building the capacity of civil society members. The M&E team is working with the PR and its sub-recipients on strengthening data collection and reporting. In addition, one of the sub-recipients has requested support in organizational development.
Indonesia:
The Republic of Indonesia requested support for CCM reform, as well as M&E and PR management. The aim of this work was to ensure that the CCM and PR are in compliance with Global Fund requirements. The M&E team worked with the PR to develop a training curriculum for M&E officers throughout the country. The PR management team worked with the PR to develop appropriate sub-contracting procedures. The PSM team worked with a local pharmaceutical company to assess and strengthen its warehousing and distribution capacity. Finally, a new CCM team is working to strengthen oversight and introduce grant dashboards.
Lao PDR:
GMS is working with the Lao Center for HIV/AIDS and STI (CHAS) to estimate national pharmaceutical and laboratory supply needs for the period 2009-2012. GMS consultants are working with CHAS and local staff to develop medium-term training requirements and devising local methodologies for pharmaceutical quantification and forecasting.
Morocco:
GMS provided technical assistance in CCM reform to the Kingdom of Morocco. The aim of this work is to facilitate the process of structural reform, membership renewal, and documentation of procedures and processes that would allow the grantee to meet its eligibility requirements for future grant proposals. In addition, Morocco participated in the pilot of the CCM Grant Dashboard, a tool for overseeing Global Fund grants.
Nepal:
Nepal requested technical assistance in the areas of program and financial management, as well as monitoring, evaluation and reporting on a TB grant. The goal of this work was to assist the PR to reach signature on the Round 7 grant through strengthening the Program Management Unit. Additionally, GMS has supported the Round 7 HIV/AIDS grant's PR to strengthen its management capacity. Most recently, GMS provided assistance with the consolidation of Nepal's Round 4 and Round 7 TB grants with the National Strategy Application that was approved in Round 9.
Nigeria:
GMS provided support to the Federal Republic of Nigeria to improve PR management, pharmaceutical and supply management, and M&E in several institutions. The goal of this work is to strengthen the grants management capacity of several principal recipients to accelerate performance of the TB and malaria grants.
Pakistan:
GMS supported progress toward signature on the Global Fund Round 7 malaria grant by facilitating the finalization of budgets, establishment of a financial management unit, design of a procurement and supply management plan, signature of a subagreement with a procurement agent and fulfillment of M&E requirements. GMS also worked with the CCM on governance and structural reform. Currently, GMS is providing support in Pakistan's consolidation of Rounds 6 and 9 TB grants, including workplans, budgets, performance frameworks, and other planning documents.
Papua New Guinea:
Papua New Guinea requested technical support for the CCM in governance and oversight. GMS's support is designed to assist the Country Coordinating Mechanism/Papua New Guinea to make structural reforms and build capacity to comply with Global Fund directives.
Philippines:
GMS?s work was in the area of PR management, M&E, and PSM support to two principal recipients in the Philippines. Work has been completed for one PR in strengthening its Program Management Unit, ensuring compliance with Global Fund PSM requirements, and improving reporting capacities.
Republic of the Congo:
GMS has provided support to the Republic of the Congo (Brazzaville) CCM to implement reforms within the CCM itself. The CCM was eager to meet Global Fund eligibility requirements, and the team was able to facilitate governance reforms quickly.
Sao Tome e Principe:
GMS is assisting the Democratic Republic of Sao Tome and Principe improve PR management as the nation transfers PR responsibility from the United Nations Development Program to a national organization. The GMS team is assisting in the development of financial management systems and institution building.
Sierra Leone:
The Republic of Sierra Leone requested support from the GMS project to improve CCM members' understanding of their grant oversight roles and responsibilities within a post-conflict setting. Soon, a team will start working with the CCM to initiate grant dashboards to strengthen grant oversight. In addition, GMS is providing PR Management technical support to the National AIDS Secretariat (NAS), PR for all HIV/AIDS grants, to assist in grant consolidation of Round 6 and Round 9 grants.
Southern Sudan:
GMS provided technical support to the Country Coordinating Mechanism of Southern Sudan to facilitate the accomplishment of its founding design, structures and documentation, membership, governance, and oversight. The GMS team worked closely with the government and international community to strengthen the capacity of CCM members to fulfill their roles.
Swaziland:
The Kingdom of Swaziland requested GMS support to improve CCM, PR, and M&E activities. The CCM sought assistance to undertake structural reforms and sought guidance to better oversee all the nation's Global Fund grants and. The PR sought assistance to develop sub-granting mechanisms and strengthen its M&E procedures with sub-recipients.
Ukraine:
GMS was requested to participate in a joint assessment of Ukraine's procurement and supply management systems with WHO and to assist in the development of a transition plan for the MOH, which is taking over procurement of ARVs from previous grants. Results of the assessment are expected to inform the transition and capacity building plans for the MOH, making possible the continuation of coverage with quality treatment for growing numbers of individuals living with HIV.
West Africa Corridor:
GMS is working on PSM activities within and among five countries in the West Africa corridor: Benin, Côte d'Ivoire, Ghana, Nigeria, and Togo. This support is meant to help the Abidjan-Lagos Corridor Organization implement procurement and supply activities for this multi-country grant that is focused on facilities along the highway that links the countries, especially at the borders.
Zimbabwe:
GMS's work with the Republic of Zimbabwe is in the area M&E strengthening. The goal of this work is to help the PR align the Global Fund M&E planning with the national M&E plan.
Armenia:
The Republic of Armenia has requested assistance with program management, M&E, and procurement and supply management in preparation for signing Phase 2 of a Round 5 TB grant and Phase 1 of a Round 8 TB grant.
Bhutan:
GMS worked with the Kingdom of Bhutan in three interventions. The first one covered PR management and M&E. Two teams worked with the Ministry of Health (actual implementer for the Gross National Happiness Commission, named the PR) and the National Disease Programs to improve financial and human resources management capacity and grant monitoring framework, using the MESST process, and supported the country in their request for continued funding for Phase 2 for TB and HIV/AIDS. In a second intervention, a GMS team worked with the Gross National Happiness Commission to assist them in meeting all the requirements for the closure of their Round 4 grant. Finally, the third intervention is intended to strengthen the CCM's governance and oversight capacity.
Cameroon:
The Republic of Cameroon has requested support to address conditions precedent to disbursement for Phase 2 of the nation?s Round 5 malaria grant, and to improve procurement and supply management and monitoring and evaluation issues before Phase 2 of the Round 5 HIV/AIDS grant begins.
Timor-Leste:
The Democratic Republic of Timor-Leste requested assistance from GMS to complete CCM and PR evaluation requirements for Phase 2 funding of its Round 5 HIV/AIDS grant. The team helped the CCM conduct a qualitative assessment of Phase 1 and worked with the PR to finalize the request for continued funding under the grant.
Democratic Republic of the Congo:
The CCM of DRC requested assistance with pre-signature requirements of its two Round 8 malaria and HIV/AIDS grants. GMS has mobilized technical support in grants management, M&E, and procurement & supply management for two new civil society PRs.
Ghana:
As one of the GMS Dashboard Pilot countries, GMS has worked with the Republic of Ghana's CCM to develop a comprehensive grant oversight plan and use the dashboard technology to oversee two Round 5 grants, both of which are managed by the same PR (the Ministry of Health).
India:
The Republic of India requested assistance to consolidate TB grants from Rounds 2, 4, and 6 into one Rolling Continuation Channel grant. GMS provided financial analysis and budgeting expertise to align all management, M&E, and procurement activities and indicators from the three grants. Currently GMS is working with 2 of 3 Round 9 PRs, the Minister of Labor and Employment and the Emmanuel Hospital Association, supporting their pre-signature preparations.
Jordan:
The Hashemite Kingdom of Jordan's CCM requested that GMS assist its members to fully understand their role in overseeing Jordan's Global Fund grants and in establishing a fully operational CCM secretariat.
Madagascar:
As one of the GMS Dashboard Pilot countries, GMS worked with Republic of Madagascar's CCM to develop a comprehensive grant oversight plan and use the dashboard technology to oversee Madagascar's grants. Due to recent national events, this work is suspended.
Mali:
As one of the GMS Dashboard Pilot countries, GMS worked with the Republic of Mali's CCM to develop a comprehensive grant oversight plan and use the dashboard technology to oversee Mali's seven grants and five PRs.
Mauritius:
The Republic of Mauritius requested technical support from GMS in the pre-signature phase of its first Global Fund grant - a Round 8 HIV/AIDS grant. The multifaceted GMS teams are working with the PR to devise organizational and financial preparations and to finalize the M&E framework and operational plan. A separate GMS team is working with CCM members to strengthen their governance and grant oversight capacity.
Mongolia:
As one of the GMS Dashboard Pilot countries, GMS worked with the Mongolia CCM to develop a comprehensive grant oversight plan and use the dashboard technology to oversee Mongolia's five Global Fund grants.
Namibia:
As one of the GMS Dashboard Pilot countries, GMS worked with the Republic of Namibia's CCM and PRs to develop a comprehensive grant oversight plan and use the dashboard technology to oversee Namibia's five Global Fund
Nicaragua:
The Republic of Nicaragua requested support from the GMS project to restructure the CCM, review the selection process of new members, and update CCM foundation documents so they reflect ongoing changes and the planned transition from one PR to two PRs (one government PR and one NGO PR). Additionally, CONISIDA, a subrecipient in the Round 8 HIV grant has requested assistance to strengthen its management and define its role vis-à-vis the CCM toward a successful launch of the new Global Fund grant.
Peru:
As one of the GMS Dashboard Pilot countries, GMS worked with the Republic of Peru's CCM to develop a comprehensive grant oversight plan and use the dashboard technology to oversee Peru's five Global Fund grants.
Togo:
The Principal Recipient in the Togolese Republic requested assistance to perform an M&E self-assessment using the MESST methodology. GMS received a request from the People's Republic of Bangladesh for technical support to strengthen Durjoy Nari Shangha (DNS), one of the main subrecipients in the HIV/AIDS grant. Two GMS teams will assist DNS to strengthen its human resource, procurement and planning systems, M&E framework, and information systems.
Thailand:
The Kingdom of Thailand requested GMS support for its CCM. GMS will work with CCM members and the secretariat to strengthen the oversight capacity of the CCM, including the oversight process and tools. GMS will revise CCM governance and framework documents while also developing the resource mobilization, management, and planning capacities of the CCM and its secretariat.
Niger:
GMS will assist the Republic of Niger's CCM with structural reform, governance and leadership, institutional operations, and oversight planning and implementation. The GMS team will undertake a functional analysis of the CCM, which will form the basis for facilitating capacity building and planning activities to strengthen the foundation of CCM functioning.
Mauritania:
The Islamic Republic of Mauritania requested support from GMS to strengthen its CCM's governance and oversight capacities of the country's Global Fund grants. To date, work has included structural reform, development of a regulatory framework, and strengthening of oversight structures and procedures. More recently, the National AIDS Committee requested support for the consolidation of Mauritania's Round 5 and Round 9 grants, including support with all documentation needed for grant signature.
Kazakhstan:
The CCM of the Republic of Kazakhstan has requested GMS support to strengthen its governance and oversight of Global Fund grants. GMS is assisting the CCM to reform its structure and procedures, build skills for Global Fund governance, and comply with GF directives on CCMs.
Kyrgyz Republic:
The CCM of the Kyrgyz Republic has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions.
Mexico:
The United Mexican States requested technical support from GMS in the pre-signature phase of its first Global Fund grant ? a Round 9 HIV/AIDS grant. The multifaceted GMS teams are working with the recently selected PR to prepare all the documents required by the GF before signature and to strengthen the various management systems of the PR toward a first time grant implementation, to finalize the M&E framework and operational plan, and to refine the PSM Plan and budget. Simultaneously, a team is working with the CCM in governance, oversight and conflict of interest issues and to develop the documents to support these areas of responsibility of the CCM.
Mozambique:
The Republic of Mozambique requested support from the GMS project to strengthen the CCM's governance and oversight of Global Fund grants. In addition, a PR Management team is supporting the Ministry of Health in management and staffing of its Round 8 HSS grant.
Senegal:
The Republic of Senegal requested the support of GMS to address the urgent requirements for consolidation of the Round 6 HIV/AIDS grant and the new Round 9 HIV/AIDS proposal. GMS is working with the PRs to ensure all documentation is in place for financial elements, the performance framework, and the procurement and supply management plan.
Serbia:
The CCM of the Republic of Serbia has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM with structural and organization development issues to facilitate enhanced oversight and the ability to implement and use grant oversight dashboards.
Solomon Islands:
The CCM of the Solomon Islands has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions.
Zambia:
The CCM of the Republic of Zambia has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM with structural and organization development issues to facilitate enhanced oversight and the CCM and PRs ability to implement and use grant oversight dashboards.
Fiji:
The Republic of the Fiji Islands requested technical support from GMS in the pre-signature phase of its first Global Fund grant - a Round 8 TB grant. Cote d'Ivoire
GMS is assisting two PRs in the Republic of Cote d'Ivoire, le Programme National de lutte contre la Tuberculose and CARITAS, to consolidate their Round 9 and Round 6 Tuberculosis grants and complete the documentation needed for grant signature.
Guatemala:
The Guatemala CCM requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM?s capacity to carry out the full range of CCM functions. In addition, GMS worked with Guatemalan PRs to consolidate malaria grants and strengthen M&E systems on its TB grant.
Lesotho:
The Kingdom of Lesotho applied for support from the GMS project to strengthen their CCM's governance and oversight capacity. The GMS team is working hand-in-hand with the CCM to refine their structures, procedures, and documentation.
Liberia:
In response to the request by the CCM Liberia for technical support, GMS is providing assistance to the CCM Liberia to reform its membership composition and participation; support organizational structural modifications and development; strengthen its oversight of Global Fund grants and Principal Recipients; and strengthen framework documentation of the CCM.
Maldives:
GMS will soon initiate support to the Maldives CCM in support of meeting Global Fund eligibility requirements in governance and oversight. This assistance will ensure the strengthening of the CCM's structures and regulatory framework, including governance and procedures, oversight, workplans and budgets, and conflict of interest.
Djibouti:
GMS will soon initiate support to the Djibouti CCM to strengthen the CCM's structures and regulatory framework, including governance and procedures, oversight, workplans and budgets, and conflict of interest.
Azerbaijan:
The CCM of the Republic of Azerbaijan has requested assistance from the GMS project to update its governance documents, improve its oversight planning, and strengthen the functioning of its secretariat.
Benin:
The Ministry of Health of Benin has requested GMS support for its Round 9 HIV/AIDS grant. GMS will work with the MOH to strengthen its human resources and build its program and financial management capacity to effectively manage their grant.
Gabon:
Gabon's Ministry of Health requested support from GMS to strengthen its capacity to manage its Round 8 HIV/AIDS grant. GMS will provide assistance to build the MOH's organizational and financial management systems, including its relationships with sub-recipients and its monitoring and reporting processes.
Haiti:
The Republic of Haiti's CCM requested that the GMS project assist in strengthening its governance and leadership. GMS is working with the CCM to update its framework documentation, strengthen its committees and secretariat, and develop a workplan and budget so that it can mobilize needed resources.
Macedonia:
GMS is working with the CCM of Macedonia to reform their structures and update their framework documents. The team will provide support in strengthening decision-making procedures, building multi-sectoral participation, and improving grant oversight using grant dashboards.
Malawi:
The CCM of the Republic of Malawi has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM with structural and organization development issues to facilitate enhanced oversight and the ability to implement and use grant oversight dashboards.
Tunisia:
The CCM of the Tunisian Republic has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions.
Yemen:
The Republic of Yemen's CCM has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund eligibility requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions.
Dominican Republic:
GMS is working with COPRECOS to strengthen procurement and supply management within a regional project bringing HIV/AIDS prevention and control to the armed forces and police in Latin America. The team will work with AIDS Control Programs in Panama, Colombia, and Paraguay on strategies for procurement, quantification, and distribution of medicines and supplies.
Colombia:
The CCM of the Republic of Colombia requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out effective grant oversight.
Malaysia:
The Malaysian AIDS Council (MAC) has requested support from GMS to assist in preparations for signature of its Round 10 HIV/AIDS grant. GMS will assist this future PR to ready its financial and programmatic management systems, assure appropriate human resources are in place, and align work plans, budgets, and performance targets. The GMS teams working with the MAC, a new PR, will build any required capacities to effectively and efficiently manage their grant.
Burkina Faso:
The Principal Recipient, L'Initiative privée et communautaire contre le VIH et la Sida, requested GMS support with management structures and systems. GMS is supporting IPC to improve its organizational and financial management systems both internally and in support of its management of work with sub-recipients.
Ecuador:
The CCM-Ecuador requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM with membership renewal, restructuring, and capacity building to carry out the full range of CCM functions.
Egypt:
The Arab Republic of Egypt's CCM requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS initiated assistance for the CCM to comply with Global Fund requirements. This work has been suspended due to the current political situation.
Guinea-Bissau:
The CCM of the Republic of Guinea-Bissau has requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM?s capacity to carry out the full range of CCM functions.
Moldova:
The CCM of the Republic of Moldova requested GMS support for one of the country's sub-recipients, the League of People Living with HIV/AIDS. GMS provided assistance to the League in the areas of financial management and organizational development to strengthen its capacity to manage and provide non-medical services.
Sri Lanka:
The CCM of the Democratic Socialist Republic of Sri Lanka requested GMS support for strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions.
Uganda:
The CCM of the Republic of Uganda requested GMS support for developing a strategic plan in strengthening its governance and oversight of Global Fund grants. GMS is assisting the CCM to comply with Global Fund requirements and to strengthen the CCM's capacity to carry out the full range of CCM functions. With dual-track funding, GMS is also supporting the new PR, The AIDS Support Organization, to become a new PR with pre-signature support on Round 10 grants.
Uruguay:
GMS is supporting the new PR, the Ministry of Public Health, to sign its first grant, a Round 10 HIV/AIDS grant. The work focuses on pre-signature requirements and documentation of work plans, budgets, human resources management, and M&E and PSM systems.
