The Global Fund to Fight AIDS, Tuberculosis and Malaria

Grant Management Solutions provides short-term technical assistance to Country Coordinating Mechanisms (CCMs) and Principal Recipients (PRs) confronting urgent deadlines, bottlenecks to implementation, and systemic problems hindering performance.

GMS provides technical support that is language-appropriate, country specific, and immediately responsive to the needs of the grantee, resulting in improved functioning of Global Fund grants. This in turn is yielding better quality and more effective programs aimed at the prevention and treatment of HIV/AIDS, tuberculosis, and malaria.

To date, the GMS project has assisted nearly 30 countries to improve the efficacy of their Global Fund grants. The GMS teams of consultants, who spend no more than 90 days total in country, have played a significant role in keeping more than $2,600,000,000 in Global Fund grants at work!

GMS provides support in four technical areas:

During the active phase of GMS assistance, teams may work with CCMs and PRs to prepare documents such as governance manuals and bylaws, program implementation manuals, budgets, pharmaceutical management plans, and M&E plans and guidelines. These products, however, are the property of the CCM or PR—our client.

Just as the Global Fund looks for opportunities to build on existing resources and relationships, while working in these countries, GMS seeks collaborations with other technical support providers at both the international and national levels. On the national stage, GMS will coordinate its efforts with other short-term and medium-term providers of technical support to Global Fund activities, as appropriate. Whenever possible, GMS works with the CCMs, PRs, and in-country technical support providers to supply continuing support for reforms and activities that began with GMS efforts on a longer-term basis.

At an international level, GMS is establishing relationships with UNAIDS Technical Support Facilities, GTZ BACKUP Initiative, Roll Back Malaria, Stop TB, the Green Light Committee, and others. As these opportunities present themselves, GMS will collaborate with partners to define handover arrangements as needed.
